The source reports that before budget increases, the road conditions were poor, with only 12.46 percent of roads being gravel, 1.31 percent tarmac, and over 6,100 kilometers (86.19 percent) being dirt roads. Engineer Chinengo noted that many roads became impassable during the rainy season, preventing farmers from transporting produce and sick individuals from accessing care in villages. The situation changed in 2021/2022 after President Dkt. Samia Suluhu Hassan increased the road sector budget, which saw an increase from 7.9 billion shillings in 2020/2021 to 20.1 billion shillings in 2021/2022, and reaching 22.1 billion shillings by 2024/2025.
