Governance
How responsibility is organised, described in general terms. Personal details and internal records are never published.
Governance structure
The Constitution establishes two governing bodies: the General Assembly and the Executive Committee. The Executive Committee answers directly to the General Assembly.
General Assembly
The highest decision-making body of TCDI. It is made up of all lawful members.

- Elects or confirms the Executive Committee
- Receives and discusses performance and financial reports
- Decides on constitutional amendments and other major matters
Executive Committee
The executive body that carries out the decisions of the General Assembly. It has nine members.
Members serve a term of three years and may be re-elected.

Office bearers are elected by the General Assembly. Only the name and the official position are published here; personal contacts are not — write to the official address instead.
Constitutional office is not the same as access to this platform. Sign-in permissions in the management system are granted separately and follow the access rules of the system.
Working subcommittees
The Executive Committee may form subcommittees to coordinate sector work. They report to the Executive Committee.

Guardians
TCDI has three Guardians who act as senior advisers. They are proposed by the Executive Committee and confirmed by the General Assembly. They give strategic advice, protect the vision of the organisation and support its cohesion and continuity.
Meetings and decisions
- Annual General Meeting
- Held at least once a year, attended by all lawful members. The Secretary gives written notice at least thirty days in advance. It receives the performance and financial reports, approves the plan and budget for the coming year, and holds elections where required.
- Executive Committee meetings
- Held at least once every three months to supervise and coordinate the work of the organisation.
- Special meetings
- Called for a specific or urgent matter by the Chairperson together with the Executive Committee, or on the written request of at least one third of lawful members. Notice is at least seven days, except in an emergency.
- Quorum
- A meeting is valid when at least half of all lawful members are present. Without a quorum the meeting is adjourned and called again.
- Decision-making
- Decisions are taken by a majority of members present. Where votes are tied, the chair of the meeting has the casting vote.
- Records
- The Secretary writes and keeps the minutes of all meetings as official records of TCDI.
Finance principles
- Income comes from member contributions, lawful grants and support, income from lawful community activities, and other sources approved by the Executive Committee.
- Funds are used only for the objectives of the organisation, never for the private benefit of a member or leader.
- The bank account is held in the name of the organisation and carries three signatories: the Chairperson, the Secretary and the Treasurer.
- No payment is made without written confirmation and the approval of the Executive Committee.
- Discipline and disputes
- Discipline follows the Constitution and gives every person the right to be heard. Measures range from a verbal or written warning, to suspension, to removal from a leadership position or from membership.
- Appeals
- An appeal is submitted in writing. The decision of the General Assembly on an appeal is final.
- Constitutional amendments
- The Constitution is amended only through the process it sets out, and approved amendments are submitted to the relevant authorities under the laws of the United Republic of Tanzania.
- Dissolution
- Dissolution follows the conditions in the Constitution, and the decision and the steps taken are reported to the relevant authorities.
